Was this tournament an offical one from the EMA with ratings for the Riichi Ranking?

No, it was not. EMA rules were applied, though, but the results were only implied in the Dutch General Ranking list.

DOETINCHEM, the Netherlands - A new face today has won the Dutch Red Fives Tournament (riichi mahjong) at Doetinchem. Rick Moorman, a young student from the village of Dinxperlo, was the best of 40 forty players who had subscribed to this new tournament on the Dutch mahjong calendar.
